EXPRESSION OF INTEREST.

Facilitation of Training of Trainers (ToT) Workshop for Training Service Providers

Terms of Reference

1.Background

Swisscontact is a business-oriented international development agency. Working in 33 countries with over 1,100 team members, Swisscontact has been fostering economic, social and environmental development since 1959. Swisscontact is currently implementing the Skills for Life (S4L) Project, a 3-year project, whose goal is to strengthen the income generating capabilities of youth in Kakuma (refugee and host communities) by enhancing technical, financial, life and literacy skills for improved livelihoods.

2.Objective of the Consultancy

To facilitate skills training, the S4L Project engages short-term Training Service Providers (TSPs) to provide hands on training to beneficiaries using the learning group-based training approach. Consequently, to streamline the delivery of the technical skills component, the S4L Project is currently seeking the services of a consultant to facilitate a training of trainers’ workshop for potential and existing TSPs to equip them with life skills delivery, gender mainstreaming and GBV prevention and response as well as orient them on the S4L methodology.

The overall goal of the consultancy is to equip project staff and partner personnel with skills and knowledge on gender mainstreaming and GBV prevention and response and psycho-social support techniques as well as familiarise them with the S4L training methodology. Specifically, the consultant will be expected to:

1. Adapt Training of Trainers training content:

2. Train 27 project staff and partner personnel on facilitation skills of gender mainstreaming, GBV prevention and response and psycho-social support.

2.1Expected Outputs

The consultants are expected to deliver the following outputs and services:

i. 27 project staff and partner personnel trained and equipped with GBV prevention and psycho-social support techniques and skills.

ii. A detailed report on the training, detailing objectives of the training and key modules covered as well as training methods used.

2.2Expected Outcomes

a. A pool of well-trained project staff and partner personnel capable of delivering skills trainings to out-of-school youth.

3.Approach/Methodology

The consultant is expected to adopt best approaches for facilitating training of trainers based on global best practices and considering the specific context of the dynamics of the project setting (refugee camp and host community) as well as the S4L overall approach.

The consultants should ensure the project staff and partner personnel are equipped with GBV prevention and psycho-social support skills to facilitate competence-based trainings.

4.Duration & Location of Assignment

The time-frame for this assignment is 5 working days, from Monday 28th of January to Friday 1st of February, 2019. The ToT will be carried out in Kakuma town

5.E****valuation & Award of Consultancy

Swisscontact will evaluate all proposals submitted and award the assignment based on technical and financial feasibility. Swisscontact reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted.

6.Qualifying****Criteria for the Consultancy

· Advanced University Degree or equivalent in gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, socio-economics, or other field directly related to the substantive area identified in the title of the consultancy

· 5 years of increasingly responsible professional experience in the area of gender-based violence, gender equality, women’s empowerment, protection, and/or human rights of which 2 years at the international level in humanitarian context(s)

· Broad experience in GBV programming in emergencies

· Experience in culturally sensitive programming with the ability to embrace diversity in all its forms

· Sound analytical and technical competence in the subject matter

· Have conducted similar assignments in the recent past

· Fluency in English and Kiswahili

7.Reporting Arrangements

The Consultant shall work closely with the project’s Social Skills Coordinator under the overall oversight of the Project Manager.

8.Terms & Conditions

i. The Consultant shall adhere to the Swisscontact safety and security guidelines

ii. The Consultant shall provide the above services to the highest professional and quality standards as deemed by Swisscontact

iii. The Consultant shall not assign or transfer any of the obligations or benefits of the engagement to third parties without prior notification and consent of the client (Swisscontact) in writing.

iv. The Consultant must ensure that the personnel engaged possess the necessary experience, qualifications and certifications for the execution of the tasks assigned

v. The Consultant shall be solely responsible for the personnel who execute the tasks assigned to him

vi. The Consultant shall have clear personnel management guidelines that are in tandem with the provisions of Labor Laws of Kenya.

vii. The Consultant must operate within the budget allocated and agreed upon.

9.Insurance & Related Liabilities

i. Swisscontact will not provide insurance cover, and holds no legal obligations, for 2nd or 3rd party employees at any time. Swisscontact will not be liable for any costs related to accidents, physical harm, kidnappings, medical evacuation and/or professional negligence, third party law suits or any other liabilities from entering contract with second party or from any hosting or transporting its employees.

ii. Second party employees will adhere to all Swisscontact security protocols and the Swisscontact Code of Conduct if hosted by Swisscontact for any activity.

iii. The consultant shall be held liable for any damage, loss due to his personnel’s negligence.

10.Evaluation & Award of the Consultancy

Swisscontact will evaluate all proposals submitted and award the assignment based on technical and financial feasibility. Swisscontact reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted.

11.Application Process

The consultant should be competent enough to discharge the services as per the contract. Interested applicants are invited to submit an expression of interest including:

i. Technical proposal, which demonstrates how the consultant intends to carry out the assignment (this should address most of the points mentioned in section 3);

ii. Curriculum Vita of the lead consultant and associates who will carry out the assignment, detailing their qualifications, experience and names of three professional referees;

iii. Evidence of similar engagements in the past; and a

iv. Detailed budget with itemized costs in Kenya shillings.

Interested consultants should submit their proposals (technical and financial) to the Project Manager indicating “Training of Trainers Consultancy’’in the subject line or hand deliver their applications to the Skills for Life Project offices at Nadapal Village, Kakuma.

The deadline for submitting applications is Friday the 18th of January 2019.
