Position Title: Asset Management Officer
Department: Finance and Administration
Reporting to: Head of Procurement Section
CIM Level: A5
Duration: 30 Months (depending on continued budget availability and need for the position as well as satisfactory or better performance evaluation)
Duty Station: Ministry of Public Works, Reconstruction and Housing (MPWR&H)
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.

Somalia Strengthening Institutions for Public Works Project (SSIPWP):
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works ( Project Appraisal Report, 2016).
Purpose of the Position:
The Asset Management Officer position will assist the Ministry to take stock of the Federal Government properties, their status, conditions, and locations and contribute to the development of digital asset register and the development of asset management and disposal policies and procedures.
Scope of Service:
Reporting to the head of procurement section, the incumbent is responsible for and accountable to:
o Managing and documenting public land/properties including current condition and utilization;
o Develop asset needs assessments, acquisition management, operational and disposal plans
o Develop, implement and manage mechanisms to safeguard government assets
o Develop modalities for public assets identification, verification, validation, valuation and audit
o Develop appropriate policy and procedures that will establish a clear definition and classification of public assets;
o Identify the legal process for the use, transfer and disposal of public assets from FGS to Federal member states and to the private sector
o Engage with the government’s ministries and agencies to ensure that public assets under consideration for disposal are forwarded to the Ministry for its review and approval;
o Issue periodic reports on the status of public assets
Duties and Responsibilities, include, but are not limited to:
o Undertake full stock of public land/properties and their current condition and utilization;
o Contribute to the creation of computerized system to maintain full public assets;
o Develop appropriate policy and procedures that will establish a clear definition and
o classification of government assets;
o Collaborate with State-Level Ministries and Benaadir Regional Administration to identify and document all Federal Government properties including buildings and land
o Collaborate with Federal Government Ministries to identify and document all FGS Properties.
o Monitor and report changes in the risk profiles of individual assets in the portfolio.
o Make timely recommendations for mitigating strategies and risk rating changes.
o Monitor accounts and report on fixed asset and deferred charge asset.
o Prepare analysis, record and report asset transactions for financial records.
o Prepare and review timely asset management reports.
o Prepare regular investment reports, risk assessments of investments.
o Work closely with the departments of Public Works, Infrastructure and Housing to develop Strategies to manage and oversee government properties
Required Qualifications, Experience and Skills
o Minimum of Bachelor of business, accounting, Commerce, supply chain management or related discipline.
o At least 2 to 3 years of relevant professional work experience in a business or institution
o Self-starter with strong ability to work effectively in a team environment
o Excellent organizing and communication skills;
o Demonstrated Communication skills;
o Interpersonal skills
o Team player
o Good IT skills and working knowledge of Microsoft Windows applications and repairs/maintenance based software and use of Microsoft Office such Microsoft Access, Excel, and PowerPoint.
o Excellent oral and written communication skills in Somali. Fluency in English highly desirable.
