CRS Kenya programs now support children affected by HIV, and community-based efforts to increase household incomes, improve family health and sanitation, and enhance agriculture livelihoods The HIV/AIDS Service Delivery Support Activity (HSDSA) is a five-year USAID- funded project located in the Rift Valley. As a lead for the HSDSA project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will be expected to build the capacity of local implementing partners to establish and roll out clear community/facility referral pathways, being cognizant of the county/community dynamics in all the seven counties. You will also coordinate HIV testing of families of PLHIV support group members and facilitate linkage to care and treatment sites for those found to be positive as well as ensuring that adherence, differentiated care activities using the national PDHP curriculum and new National HIV Treatment guidelines (2016) in all the seven counties. Your management skills and knowledge will ensure that the project delivers high-quality programming especially treatment and referral component and continuously works towards improving the impact of its community engagement programming Job Responsibilities: · Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices. · Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules. · Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project HIV treatment and referral team to mobilize local actors and promote project activities and impact. · Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. · Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per national and international HIV/AIDS treatment and referral guidelines and standards. · Coordinate provision of any logistical and administrative support to staff and partners. · Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices Typical Background, Experience & Requirements: Education and Experience · Master’s Degree in Public Health, Community Health, Medicine, Nursing, Clinical Medicine or in a field of community engagement. · Minimum of 6 years of work experience in project support, ideally in the field of HIV/AIDS, TB community health and for an NGO. · Good understanding of the current National HIV Treatment guidelines (2016) and other related treatment guidelines and standards. · Excellent understanding of at least one of the following technical areas: Provider-initiated Testing and Counseling, Prevention of Mother-to-Child Transmission of HIV, Antiretroviral Therapy, Tuberculosis treatment, Counseling and Testing services · Experience working with international donor agencies, particularly USAID. · Experience engaging with and writing for a range of audiences, including governments and policy makers, multilateral agencies, and the public (national and international). · Experience working with partners and other stakeholders especially MOH, participatory action planning and community engagement. · Staff supervision experience a plus. · Experience monitoring projects and collecting relevant data. · Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint). Personal Skills · Analysis and problem-solving skills with ability to make sound judgment · Good relationship management skills and the ability to work closely with local partners Proactive, results-oriented and service-oriented Attention to details, accuracy and timeliness in executing assigned responsibilities Required/Desired Foreign Language: Able to clearly communicate in written and spoken English Travel Required: 60% travel in the seven project counties Key Working Relationships: Supervisory: Treatment and Retention Project Officers Internal: HSDSA Team; CRS Kenya Health Unit, CRS Kenya Head of Programs, CRS Kenya Programming, External: HSDSA Project members and implementing partners, MOH, research institutions, relevant private sector entities, local communities, beneficiaries and other stakeholders.
