Reports to: M&E Coordinator

Job Purpose:

The purpose of the job is to work with the M&E Coordinator to ensure effective planning, implementation and reporting of Monitoring and Evaluation related activities for the Cassava Value Chain Programme funded by the European Union. The overall objective of the Programme is to increase food and nutrition security, employment and income among 28,000 smallholder-farming households (at least 60% women) in Seven Counties (Kisumu, Homabay, Migori, Siaya, Busia, Kitui and Kilifi).

Specifically, the programme intends to increase income levels amongst target households through increased cassava production for both subsistence and trade; it will reduce the hunger gap amongst target households by promoting cassava, a drought-tolerant crop; Create 5,600 net equivalent jobs amongst the Farmer Business Groups supported by the programme; increase the decision-making power of female farmers through an integrated gender sensitive approach and improve on the dietary diversity of cassava-producing households through the promotion of intercropping with legumes and pulses, cassava products and nutrition education.

The Monitoring and Evaluation Assistant will ensure that all necessary M and E systems for tracking the programme, implementing learning and improving the programme are in place. She/he will build the capacity of staff and implementing partners, communicate M&E information and play an important role in documentation and reporting related to the Cassava Value Chain Programme.

Key Responsibilities:

In collaboration with the M&E Co-ordinator establish a sound M&E system, including frameworks and plans that will ensure effective tracking of projects and programme progress.

Provide programme oversight on implementation of the M and E systems and tools

Ensure monitoring and Evaluation systems, tools, data collection, data cleaning, data entry and data storage are appropriately implemented by partner staff.

To support project staff and implementing partners to manage and maintain project database system.

Develop a capacity building plan. Identify the capacity needs of implementing partners and support the M&E Co-ordinator in building the capacity of implementing partners on Monitoring and Evaluation processes

Maintain a backup database as well as filling systems for all programme data, reports, photographs and documentaries for future references

In liaison with the M and E Coordinator, coordinate programme level surveys, evaluations and researches

Contribute to the preparation of programme visibility/marketing material and participate in the development of scoping document, fund raising and resource mobilization.

Support the finance team in monitoring the programme budget and ensure that programme reports are in line with financial reports

Prepare timely monthly & quarterly reports as required by SHA and the donor

Undertake visits to the field throughout the programme implementation period, as needed to support and/ or supervise data collection or verify data quality;

Any other duties as assigned by the M&E Coordinator.
