Position Title: Materials Engineer
Department: Public Works
Reporting to: Director of Public Works

Duration: 30 Months (depending on continued budget availability and need for the position as well as satisfactory or better performance evaluations)

The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.

Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016).
Purpose of the Position
The Materials Engineer designs and creates new materials and the processing technology to produce those materials include analyzing materials and data, conducting tests, troubleshooting, monitoring performance, insuring quality control and creating documentation.
Scope of Service
Reporting to the director of Public Works, the incumbent is responsible for:
o Provide expert advice on specialized metals, plastics and ceramics.
o Develop composite materials, or study the atomic structure of materials in order to discover new applications for their mechanical, electrical or chemical properties.
o The materials Engineer may use power tools, lab equipment and computer technology to process materials.
Duties and Responsibilities, include, but are not limited to:
o Conduct / supervise tests on raw materials or finished products in order to ensure their quality.
o Design / direct the testing and/or control of processing procedures.
o Determine and advise on the appropriate methods for fabricating and joining materials.
o Evaluate technical specifications for the materials submitted by the contractor and advise if it meets the project standards and required specifications.
o Monitor material performance and advice on the material deterioration.
o Monitor laboratory operations for the purpose of developing material and procedures that meet cost, product specification, and performance standards.
o Review project deliverables and make recommendations for material selection based on design objectives, such as strength, weight and cost.
o Analyze product failure data and laboratory test results in order to determine causes of problems and develop solutions.
o Check and test equipment and supervise the calibrations, when needed.
o Ensure compliance of used materials with the project’s specifications.
o Participate in construction quality control.
o Supervise, participate and direct sampling and testing of all materials according to the contract and the specifications.
o Analyze the test results in a timely manner and recommend actions to his/her supervisor or the assigned project focal point
o Maintain records of test results.
o Follow up and verify implementation of corrective actions.
o Ensure inspection and checking of all delivered materials to site for conformance to the project requirements and approval, as directed by the PM
o Maintain the Sample approval register on a regular basis
o Report on the material quality used in different project’s phases and help ensure that these are meeting the standards that have been agreed upon.
o Plan and evaluate new projects, consulting with others as necessary
o Supervise the work of technologists, technicians, and other engineers and scientists
o Design and direct the testing of processing procedures
o Monitor how materials perform and evaluate how they deteriorate
o Evaluate technical specifications and economic factors relating to the design objectives of processes or products
o Review and secure alignment to the agreed upon time tables and schedule for testing and availability of materials and products accordingly.
o Perform any other tasks relevant to material quality / consultation when required.
o Any other duties assigned by his/her Supervisor
Qualifications, Experience and Skills
o Bachelor's degree Civil Engineering or equivalent from a reputable university is required.
