ABOUT IFES:

IFES is an international, nonprofit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen democracy. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.

PROJECT DESCRIPTION:

IFES is currently implementing the USAID-funded Kenya Electoral Assistance Program (KEAP), which support electoral stakeholders in their efforts to conduct free, fair, credible, and peaceful elections. To this end, KEAP seeks to strengthen the ability of key electoral institutions to administer elections; increase the political participation of women, youth, persons with disabilities, and other marginalized groups; and mitigates electoral violence through dialogue, consensus building, and early-warning/early-response mechanisms.

PRIMARY FUNCTION/PURPOSE**:**

The Electoral Management Specialist will provide technical support to key institutions in election activities including election observation, legal framework, strategic communications, and voter education. This position reports to the KEAP Chief of Party and is based in Nairobi, Kenya.

Job Responsibilities:

Technical direction and program implementation:

  • Build relationships with Independent Electoral and Boundaries Commission (IEBC) and other electoral management bodies (EMBs);
  • Build capacity and leadership of IEBC;
  • Support assessment of various electoral stakeholders’ capacity and establishment of a technical assistance plan, based on prioritization of areas for assistance;
  • Develop and provide advice on training programs on relevant revisions to the electoral laws and regulations;
  • Conduct BRIDGE trainings in coordination with other partners;
  • Provide advice for improving electoral systems and procedures;
  • Liaise with other election assistance implementers, donors, and diplomatic community to coordinate activities and maximize the impact of technical assistance efforts;
  • Provide strategic support to KEAP team in integrating work with key electoral institutions with other program components;
  • Facilitate coordination across electoral institutions, including IEBC, Office of the Registrar of Political Parties, and Political Parties Disputes Tribunal;
  • Facilitate strategic planning and other workshops for members and staff of EMBs;
  • Facilitate roundtable discussions with EMBs, international advisors, and other relevant bodies on electoral framework and implementation issues as required.

POSITION SCOPE**:** Provides broad oversight and technical expertise in the development of work plans and objectives to assure successful achievement of goals and objectives. Recommends policies, controls and procedures to guide performance. Monitors and evaluates interim results and develops contingency plans if objectives are off track. Demonstrates mastery in a field of specialization, with comprehensive knowledge of professional best practices. Uses global/ industry outlook to determine impact on IFES’ strategy. Applies thought leadership and innovations to work approaches.

DECISION MAKING/PROBLEM SOLVING**:** Identify risk factors with potential to disrupt achievement of operational goals. Consult with internal and external stakeholders to identify, propose and build consensus around best solutions. Complex decision-making subject to management review.

FISCAL RESPONSIBILITY**:** Manage processes that ensure compliance with budgeted expenses.

RELATIONSHIPS**:** Develops and maintains a network of external contacts to influence results of assigned goals. Collaborates with internal and external partners in planning, implementing and evaluating results. Seeks consensus among diverse viewpoints as a means of building group commitment. Partnerships require a high degree of diplomacy and judgment, with ability to address conflicts or difficulties in a constructive manner.

SUPERVISION EXERCISED**:** Provides oversight and management of host country national staff, consultants and field experts in order to complete the project’s work plan.

Qualifications:

Education: A graduate degree (Master’s Degree or higher preferred) in a field of study such as political sciences, social sciences, law, development economics, international development, public/business administration, or governance or equivalent.

Experience:

  • Bachelors degree in a related field required; Masters Preferred.
  • At least 6 years of specialized work experience directly related to technical assistance for electoral systems and processes;
  • Extensive experience in election systems and administration, with specific experience in electoral training and capacity building of EMBs;
  • On-site and medium/long-term capacity-building of election administration staff;
  • Demonstrated initiative and problem solving skills;
  • Strong oral and written communication skills;
  • Strong professional and collaborative management skills;
  • Extensive experience with implementing electoral cycle projects in post-conflict settings;
  • Demonstrated ability to develop effective training materials;
  • On-site and medium/long-term capacity building of election commission and election administration staff highly preferred

Related Skills or Knowledge: Prior experience working in an international office in a politically sensitive and challenging environment. Strong professional and collaborative skills when working with a team. Ability and skills to promote and inspire effective collaboration between individuals, organizations and networks, demonstrating strong diplomacy skills and cultural sensitivity. Strong consultative, collaborative and participatory way of working. Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders. Experience living and working overseas, preferably within the assigned region and/or other transition environments. Knowledge of local/regional politics and development preferred.

LANGUAGE SKILLS: Fluency in written and spoken English required.

TRAVEL: As need arises to support the project
