SUMMARY
Our client is an American multinational computer, technology and IT Consulting Corporation who deal in the manufacture and sale of computer hardware and software (with a focus on the latter). They also offer infrastructure, hosting and consulting services.
They strive to lead in the creation, development and manufacture of the industry's most advanced information technologies, including computer systems, software, networking systems, storage devices and microelectronics.

Our client’s Governmental Programs is a globally integrated function that works directly with governments to improve public policy on issues that affect the client’s growth and business operations. Public policy in this context represents the total sum of laws, regulations, rules and other government actions taken on any issue.

PRIMARY RESPONSIBILITIES
Our client is looking for an experienced professional with broad knowledge of government policies, specified regulations and processes and their implications for their business operations. S/he will be charged with the following responsibilities;

• Drives the development of strategies and action plans to address issues at the national, local and regional level.
• Implements strategies and action plans through direct interaction with government officials and through leadership in industry associations.
• Significant potential for influencing and impacting IBM business results, working closely with the internal IBM clients.
• Responsible for extensive sensitive internal and external relationships.
• Assumes additional responsibilities as assigned.

Environment
• Operates across the full range of IBM business operations that can be affected by government policies and regulations, at the national, regional and multinational levels.
• Works with other corporations and industry associations in influencing government policies to meet business needs.
• Accountable for securing a public policy environment that permits IBM to operate and to drive its business with the fewest impediments.
• Identifies issues, drives strategies and action plans to address these issues.

Communication/Negotiation
• Superior communications and interpersonal skills.
• Regular interaction with senior IBM management at regional and country levels.
• Extensive external contacts with senior government officials, industry associations and executives of other corporations.
• Persuasive communicator with the ability to understand and accommodate diverse views in negotiating changes in government policies and regulations to meet IBM’s needs.
• Ability to handle complex and sensitive negotiations with absolute integrity.

Problem Solving
• Anticipates changes in public policies and governmental regulations that are required to meet IBM’s current and future business.
• Drives the development of innovative strategies and action plans to address these issues.
• “Sells” these strategies both internally and externally.
• Develops proactive action plans and solutions to improve IBM’s operating environment.

Contribution/Leadership
• Goal is to be recognized as a leader and expert both internally within IBM and externally by industry associations and government officials.
• Provides advice, guidance and assistance to country general managers, HR and Legal executives, business units and all members of the IBM management team in areas related to public policy and government relations.
• Provides “thought leadership” on emerging issues and is perceived by government leaders as the “advisor of choice” on public policy issues based on demonstrated expertise and personal relationships.

Work Environment/Requirements
• Adaptable and flexible to work environment including, but not limited to, out of town travel in support of IBM Sub-Saharan expansion efforts, as required to meet business commitments and working after normal hours, as business needs may require, handling multiple tasks concurrently, and easily adapting to new assignments, system, tools.

SKILLS AND REQUIREMENTS

• Must be well versed with the regional market
• Should possess an insight into technology
• Should be able to manage relationships with government
